I thinnk you should grade it on how much effort the person put into it. There should be writing and pictures to spice it up. Write as much as possible and try to fill up as much as you can. Also make sure its not too boring. Make people want to read it and make sure people do enjoy reading it. The main thing is to be as creative as possible.
